Consul General Padilla Lam is a career diplomat with the rank of Ambassador Extraordinary and Plenipotentiary, and has twenty-eight years of public service.

He was born on October 11, 1970 in El Tumbador, San Marcos, Guatemala and is married to Mrs. Leslie Elizabeth García de Padilla, with whom he has two children, María Belén and Adolfo Antonio.

DIPLOMATIC CAREER: He joined the Public Service in 1990 and has held the following positions in Guatemala: Vice Minister of Foreign Affairs, Director General of Consular and Migratory Affairs, Director of Consular Affairs, Deputy Director of Protocol and Diplomatic Ceremonial, Officer in Charge of Presidential Visits and Special Events from the Secretary of Public Relations of the Presidency of the Republic, Counselor; First, Second, Third Secretary and Attaché of the Director General of Protocol and Diplomatic Ceremonial of the Ministry of Foreign Affairs.

He held the following positions since 1998 in the Foreign Service: Consul General of Guatemala in Arizona and New Mexico and Consul General of Guatemala in New York, with circumscription in the states of Connecticut, New Jersey and Pennsylvania, First Secretary and Consul of the Embassy of Guatemala in Canada and Uruguay.

OFFICIAL COMMISSIONS: He has participated in official commissions in the following countries: Argentina, Belize, Canada, Chile, China-Taiwan, Costa Rica, Spain, Ecuador, El Salvador, United States of America, France, Honduras, Italy, Mexico, Nicaragua, Peru, Sweden, Uruguay, Organization of American States and in the United Nations Organization.

INTERNATIONAL MEETINGS AND CONFERENCES: Consul Padilla Lam has participated in meetings on bilateral, regional and multilateral affairs, as well as participated as a speaker at international conferences on migration and development issues, human and refugee trafficking, such as the Global Forum on Migration and Development, Regional Conference on Migration, High Level Dialogue on International Migration and Development, among others.

EDUCATION: His academic training includes a Bachelor’s degree in International Relations at the San Carlos University of Guatemala, education in Business Administration at the Mariano Gálvez University, higher education on Migration and Development at the International Organization for Migration, education on International Law on Migration at the International Institute of Humanitarian Law.

Currently, he is enrolled in the program “The Foreign Diplomat Training Program in U.S. Law” from the James E. Rogers College of Law at the University of Arizona.

OTHER EDUCATION: Human Trafficking at the International Organization for Migration; Refugees at the United Nations High Commissioner for Refugees; Higher Strategic and Political Studies for National Development at the Fu Shing Kang Institute of the Republic of China Taiwan, Negotiation and Mediation Studies at the University of Montana, Full Bright Foundation and the Bank Boston Foundation School of Commerce of Uruguay, Studies on Latin American Integration at the Latin American Integration Association, ALADI. Studies on Human Rights at the University of the Republic of Uruguay. Protocol by the Ministries of Foreign Affairs of Spain and Guatemala. International Humanitarian Law at the International Committee of the Red Cross and the University of San Carlos of Guatemala.

Consul Padilla received the certification as Civil Chaplain and Community Coaching from the Christian University El Shaddai International.

He has participated in the International Protocol Congress at the University of Oviedo and the Ministry of Foreign Affairs of Spain. Latin American Congress of International Relations and Investigations for Peace at the Institute of International Relations and Investigations for Peace, among others.

CONDECORATIONS: He has been decorated by several countries; by Guatemala with the Merit Order for Distinguished Services; by the Republic of Argentina with the Order of the Liberator of San Martín in the degrees of Knight and Commander; by the United Mexican States with the Order of the Aztec Eagle in the degree of Insignia; by the Republic of China in Taiwan with the Order of the Shining Star in the Special Tie degree, by the Fu Shing Kang College of the Republic of China with the Medal of Merit.

He has received recognition by the Guatemalan Community and authorities in the United States of America, Canada, and Uruguay. He has been Secretary of the Consular Corps in Uruguay and Coordinator of the Coalition of Latin American Consuls in New York, as well as member of the Consular Corps in Phoenix, Arizona and member of the Hispanic Advisory Board of the Police Department of Phoenix, Arizona. He is a member and volunteer of community organizations, including the American Red Cross.

After four years of dedicated service to the Guatemalan community in Arizona and New Mexico, the Consul General has been reassigned to a new post in Canada. As a token of appreciation, the CCAZ presented him with a plaque to remember his colleagues who admire his professionalism.
